About Niobrara
Niobrara began in 1856, when a company led by Dr. Benneville Yeakel Shelly staked a claim on the Missouri River bank where the Niobrara River flows in, and the village took the river's name. Long before that this was Ponca homeland; after the United States forced the Ponca to Indian Territory in 1877, Chief Standing Bear's 1879 trial established that a Native American is a person under the law, and many Ponca came home to the Niobrara area. The rivers that drew the town also kept moving it: a record spring flood in March 1881 forced the first move, and when silt built up behind Gavins Point Dam and flooded basements in the 1950s and 1960s, the village was rebuilt on higher ground between 1973 and 1977 with money from Congress. After the federal government terminated the tribe in 1966, Ponca leaders worked for years to win it back, and on October 31, 1990 the Ponca Restoration Act restored the Ponca Tribe of Nebraska, which keeps its headquarters, tribal museum and library in Niobrara. Today the Chief Standing Bear Memorial Bridge, dedicated in 1998, carries Highway 14 across the Missouri to South Dakota, and in Niobrara State Park a 1929 railroad bridge has become a footbridge where the two rivers meet.
