About Baxter
Baxter sits in the Brainerd Lakes area of Crow Wing County, just north of the middle of Minnesota, on ground shaped by ice age glaciers that left many lakes and ponds. The town owes its start partly to a big railroad tie plant of the 1920s, and it was named for Luther Baxter, a railroad attorney who also served in the state legislature. Baxter became a city in 1939 and grew from 357 people in 1940 to 8,612 in 2020. Today tourism and services keep it busy, and people come for the lakes, the Mississippi River on its south edge, and its many ponds.
