About Payne-Phalen

Payne-Phalen, on St. Paul's East Side, grew as a home for working families, first Irish, German, Swedish and Italian, who took jobs at big plants like Hamm's Brewery, Whirlpool and 3M. Payne Avenue has been the area's main shopping street since the 1930s, and Lake Phalen, one of the largest lakes in the city, sits at the heart of a big regional park. After the large factories closed, new neighbors from Asia, Latin America and Africa opened shops and restaurants. Families today fish and paddle on Lake Phalen, visit the Arlington Hills Library on Payne Avenue and walk the wooded trail through Swede Hollow.
